It has to do with image.

There have been many people from your world here longer than you. Speaking of your world's Games from their own perspectives. As you can imagine from the reaction, the tales have not been kind. And people have found those stories morally outraging.

[To be honest, what he's heard here IS morally outraging. Children...

But still, trying to present the neutral perspective here, in language that she might get.]


And then you spoke, not knowing of the associations already planted in many minds. Your image, as someone who helps with the Games back in Panem, correct? Has been slanted negatively because of that, and people began to jump to conclusions about the Games you wanted to put on and yourself. Other people got drawn in and reacted negatively because there was such honest outrage. And thus the mess.

So the problem here, Miss Effie, isn't so much you want to put on Games, in my opinion. It's your world and what people have heard and think of it.
